Muli na namang sumalakay ang commando unit dito ng New People's Army (NPA) sa isang CAFGU Patrol Base sa Brgy.Burgos, Carranglan, Nueva Ecija noong gabi ng March 15. Nakahimpil doon ang mahigit isang iskwad ng 81IB na nagsisilbing Tactical Command Post (TCP) nito tuwing naglulunsad sila ng regular na combat operations sa lugar.

Binulabog sila ng sunud-sunod na mga pagsabog ng M203 at rifle grenades sa loob ng kanilang kampo, bukod pa sa bugso ng mga putok mula sa matataas na kalibre ng baril. Sa sobrang gulat ay di na sila nakaganti ng putok hanggang sa tuluyang makalayo ang mga operatiba.

Bahagi ito ng kampanya upang singilin ang 81IB sa pagpatay nila sa apat na mga kasama nitong nakaraang Marso 9 sa Brgy.Digmala, Bongabon, Nueva Ecija. Pinalabas nilang nagkaroon ng labanan at nakakumpiska pa diumano ng mga baril upang pagtakpan ang kanilang krimen at brutalidad.

Tugon din ito ng mamamayan laban sa nakaambang pagpapalayas at malawakang pangangamkam ng lupa sa saklaw ng dating Hacienda Bueno, at mga komunidad ng mga katutubong Igorot sa hangganan ng Nueva Ecija at Nueva Viscaya dahil doon idaraaan ang pribadong expressway papasok ng Cagayan Valley region. Mas nauna pa, mariin ding nilang tinutulan dito ang planong pagpasok ng mga kumpanya sa pagmimina dahil sa panganib at pinsalang idudulot nito sa buhay, kabuhayan, at kapaligiran.

Katulad ng mga nagdaang kampanyang militar at tropa ng kaaway na naghasik ng terorismo sa ating lalawigan, kailangang puspusang ilantad at labanan ang mapanlinlang at marahas na katangian ng Oplan Bayanihan at 81IB bilang mga bayarang instrumento ng mga dayuhan at lokal na naghaharing-uri. Gawin natin ang lahat upang papanagutin sila sa kanilang humahabang listahan ng krimen sa mamamayan.

Wala tayong maaasahang hustisya at tunay na kaunlaran sa magdadalawang-taon nang pambubuladas ng rehimeng US-Aquino sa mamamayang Pilipino. Paunlarin at paigtingin pa natin ang paglulunsad ng iba't-ibang anyo at paraan ng nagkakaisang paglaban tungo sa isang ganap na malaya, maunlad, makatarungan, at payapang lipunan.###

PKM warns Aquino, Danding of farmers' wrath over coco levy funds

The Pambansang Katipunan ng mga Magbubukid - National Democratic Front of the Philippines (PKM-NDFP) today warned that President Aquino and his uncle, San Miguel Corporation chair Eduardo "Danding" Cojuangco Jr. are about to face the wrath of small coconut farmers on the issue of multi-billion coconut levy funds.

The NDFP-allied farmers' organization issued the warning after reports confirmed that the Aquino administration is planning to use the coco levy funds to finance the counter-insurgency-directed conditional cash transfer (CCT) program.

"The revolutionary peasantry warns the uncle-and-nephew tandem of Aquino and Cojuangco that this conspiracy and seemingly endless schematic plunder of the coco levy funds will face the wrath of small coconut farmers," says PKM spokesperson Andres Agtalon.

"The Filipino peasantry will frustrate Aquino and Cojuangco's maneuvers to deny small coconut farmers of their legitimate and rightful claims over the multi-billion coco levy funds," Agtalon said.

The PKM also said that "aside from demanding the immediate return of the coco levy funds, small coconut farmers can launch struggles demanding the Aquino government to turn-over all coco levy-financed assets to genuine small coconut farmers."

Agtalon also called on the peasantry to intensify the struggle against the continuing feudal and semi-feudal exploitation inflicted by Aquino's landlord regime against all small coconut farmers.

He said small coconut farmers must continue, under the general framework of agrarian revolution, struggle against landlord-monopoly of vast tracts of coconut lands, for the abolition of the resicada system, for the increase of wages of farm workers in coconut plantations, and against the massive logging of coconut trees.

"At the same time, the revolutionary peasantry in guerrilla bases, along with the New People's Army, can plan the coordinated and clandestine take-over of coconut oil mills established and bought using the coconut levy funds that is now controlled by Cojuangco and the Aquino government," Agtalon said. #

Bloody are the hands of the leadership of the 3rd ID, PA and the 61st IB, PA in the death of a seven year-old Tumanduk girl

On March 11, 2012, Rodelyn Aguirre, a 7-year-old Tumanduk girl died while her 5 year old sister was severely wounded. Both were children of Divina and Roberto Aguirre of Barangay Tacayan, Tapaz, Capiz. The barrio people believed that this deplorable incident was caused by an explosive which hit and exploded in the front yard of their family home where the two children were playing. The explosive came from the elements of the 61st IB's Charlie Company encamped at a distance of more or less 200 meters from the Aguirre home.

The following day, Capt. Java, spokesperson of the 3rd ID Infantry Division, PA based in Camp Peralta , Jamindan, Capiz issued a statement to the media that the incident was caused by the explosion of an alleged improvised explosive device being assembled by two NPA. He further stated that the two NPAs were wounded and disappeared.

Even ordinary civilians cannot help but ask the following questions: are the two NPA fighters that brave or foolish to assemble an improvised explosive device knowing that they are less than five minutes away from a platoon-size detachment of the military? And how come that this platoon of the Philippine army had no idea that there are NPA fighters near the perimeter of their camp? And how is it that the two NPA who are themselves handling the explosives escaped with minor injuries while the two children who were supposed to be watching killed and severely wounded?

This absurd statement and denial of the military leadership of their atrocities is not new to the Tumanduk people especially to the people of Barangay Tacayan. The terror caused by the indiscriminate bombing of the military last June 29, 2009, is still fresh in their mind, when a bomb exploded 3 meters away from the house of Santiago and Merlinda Aquirre of Sityo Badas of the same barangay. The top brass of the 3rd ID, PA denied the said incident despite the results of a fact-finding mission by Human Rights groups which pointed to the military as responsible for the said atrocity. A month before this, the military also killed Charito Eulalio and wounded her husband Jason Eulalio, both Tumanduk people of Barangay Rizal Sur, Tapaz, Capiz. The military claimed that the incident was a result of an encounter between military troops and NPA rebels.

This latest bloody incident clearly shows the deceptive and anti-people objective of Oplan Bayanihan and adds to the long bloody record of the notorious butcher battalion, the 61st IB, which is the main implementing battalion of this program in the island of Panay through the Peace and Development Teams or PDT. It is not peace and development but terror and catastrophe that they sow among the people. This also shows the justness of the Tumanduk people's call for the removal of the PDT and detachments of the Philippine Army-CAFGU from their communities which they declared through their petitions and blood compact during their assembly last October 2011. Above all, this clearly shows the truth that only by steadfast unity and working with the NPA, their true army, will the people achieve justice long denied them by the AFP and the reactionary government which represents the exploitative classes of big landlords, big bourgeois comprador and imperialists.

Ang dalawang batang babae ay mga anak nina Divina at Roberto Aguirre ng Brgy. Tacayan, Tapaz, Capiz. Malakas ang paniniwala ng mga residente na ang nakakapangilabot na pangyari ay bunga ng pagbagsak ng isang eksplosibo at pagputok nito sa harapan ng bahay ng pamilya Aguirre, kung saan naglalaro ang dalawang bata. Ang eksplosibong ito ay nanggaling mismo sa mga pwersa ng Charlie Company ng 61st IB na nakakampo sa layong mas o menos 200 metro mula sa bahay ng mga Aguirre.

Kinaumagahan, agad na ipinahayag sa media ni Capt. Java, tagapagsalita ng 3rd Infantry Division, PA na nakabase sa Camp Peralta, Jamindan, Capiz, na ang pangyayari ay bunga ng pagputok ng diumano'y improvised explosive device na ina-asembol ng dalawang NPA. Dagdag pa sa pahayag na nasugatan raw ang dalawang NPA at naglaho.

Hindi maiiwasang kahit ang ordinaryong sibilyan ay magtanong: ganon na ba katapang o kabobo ng dalawang NPA na mag-aasembol sila ng improvised explosive device gayong wala pang 5-minuto ang layo nila sa isang platoon-kalaking detatsment ng militar? At paanong itong platoon-kalaking pwersa ng militar ay walang kamalay-malay na mayroon palang mga NPA malapit sa perimetro ng kanilang kampo? At paano na ang dalawang NPA na siya mismong may hawak ng diumano'y ekplosibo ay hindi malubhang nasugatan at nagawa pang makatakas samantalang ang dalawang bata na nanood daw ay namatay at nasugatan ng malubha?

Itong katawa-tawang pahayag at pagkakaila ng pamunuan ng military sa kanilang mga karahasan ay hindi na bago para sa mga mamamayang Tumanduk lalo na sa mga taga-barangay Tacayan. Preska pa sa kanilang alaala ang nangyaring walang habas na panganganyon ng militar noong Hunyo 29, 2009 kung saan ang bomba ay pumutok sa layong 3 metros sa bahay nina Santiago at Merlina Aguirre sa sityo Badas ng nabanggit din na barangay at nagdulot ng takot sa mga mamamayan sa nasabing lugar. Ipinagkaila din ng pamunuan ng 3rd ID, PA ang nasabing pangyayari sa kabila ng resulta ng fact-finding mission ng mga human rights groups na nagtuturo sa militar na siyang responsable na nasabing karahasan. Isang buwas bago nito, pinatay din ng militar si Charito Eulalio at nasugatan ang kanyang asawang si Jason Eulalio, mga mamayang Tumanduk ng Barangay Rizal Sur, Tapaz, Capiz. Pinalabas pa nila na isang engkwentro sa pagitan ng militar at NPA ang nasabing pangyayari.

Ang pinakaulihi nga maduguon nga insidente nagapakita sang mapaniplang kag kontra-pumuluyo nga katuyuan sang Oplan Bayanihan kag nagdugang lang sa duguon nga rekord sang bantog na nga berdugong batalyon nga 61st IB nga amo ang pangunahon nga batalyon nga tagapatuman sang sini nga programa sa isla sang Panay paagi sa ila mga Peace and Development Teams ukon PDTs. Nagpapakita rin ito ng kawastuhan ng panawagan ng mamayang Tumanduk na palayasin ang mga PDT at detatsment ng Philippine Army-CAFGU sa kanilang mga komunidad na ipinahayag nila sa kanilang mga petisyon at sa Sanduguon sa kanilang asembliya noong Oktubre 2011. Higit sa lahat, lalong ipinapakita nito ang katotohanang sa pamamagitan lamang ng malakas na pakikiisa at pakikipagtulungan sa NPA na siyang tunay na hukbo ng mamamayan makakamit ang hustisya na matagal nang ipinagkait sa kanila ng mapanupil na AFP at reaksyunaryong gobyernong kinakatawan ng mapagsamatalang malalaking panginoong may lupa, malalaking burgesya komprador at imperyalista.

The arm of revolutionary justice that has compelled the implementation of capital punishment against Patrick Wineger is, in fact, light and considerate, contrary to the claims of the 6th Infantry Division-AFP and its running dog Alliance for Nationalism and Democracy (ANAD) partylist that the March 7 NPA action was “cold-blooded.”

The highest penalty of capital punishment are reserved for the most rabid, most fascist and incorrigible criminals and people’s enemy like Patrick Wineger who carried blood debts against the masses and the revolutionary forces — who actively, consistently participated, directly and indirectly, in the armed attacks and violence against the people.

It is not only inaccurate and misleading for the AFP and ANAD to project Wineger as a hapless victim of violence; it also perpetuates the mistaken notion that military assets and unrepentant counterrevolutionary criminals like Wineger would eternally enjoy the cover of human rights and international humanitarian law.

Unlike the reactionary US puppet regimes in the country which abducts, tortures, and kills without compunction innocent civilian of all ages and sexes, the revolutionary movement is genuinely humane and forgiving, and akin to giving the offenders chance to repent and serve the interest of the people.

Enough opportunities were given to Wineger to change his ways in the course of more than a decade of his active conscription of paramilitary Lumad fanatics, surveillance of peasant communities, psychological warfare operations, and human rights violations. Many warnings were relayed to him.

But because Wineger served the US-Aquino regime, and continued to be a part of the AFP’s intelligence and finance network, he masterminded the brutal and heartless killing of the beloved priest Fr. Fausto “Pops” Tentorio, who was long part of the military’s Order of Battle list. In this last project of his, Wineger was truly impenitent, ever the most loyal servant of the AFP’s counterrevolutionary war machine. Thus, for masterminding the killing of Fr. Tentorio, Wineger was handed down the maximum penalty of capital punishment.

The masses, who grieved for Fr. Tentorio, are rejoicing because revolutionary justice has finally begun in the punishment of Wineger.

ANAD Partylist Jun Alcover’s recent pronouncements merely serve to confirm what the revolutionary movement has known all along: that Fr. Fausto Tentorio was a victim of a conspiracy of the 6th ID-AFP, 10th Special Forces, 57th Infantry Battalion, criminal Lumad fanatic baganis and financier and asset Patrick Wineger. Nothing can be farther from the truth in Alcover’s description of Wineger’s killing as cold-blooded. Cold-blooded, in the eyes of the masses, refers to the track record of Alcover’s buddy Jovito Palparan whose hands are bloodied with the hundreds of lives he snuffed in the course of the implementation of Oplan Bantay Laya. Cold-blooded, in the eyes of the masses, was the murder of Fr. Tentorio by a mercenary AFP and the fascist state.

The Communist Party of the Philippines (CPP) hailed the nationwide protest actions against oil price increases carried out yesterday by mass organizations and alliances even as it called for bigger and broader mass actions to confront the Aquino regime’s stubborn refusal to heed the people’s demands to put a stop to the incessant price increases by the oil cartel.

The CPP said the protest actions which were carried out across Metro Manila and scores of other cities nationwide indicate the widespread opposition to oil price increases and the growing restiveness of the Filipino people. “More and more Filipinos are now being roused to take action. They clamor for an end to the oil deregulation law which has allowed the oil cartel free rein to oppress the Filipino people with non-stop increases in oil prices.”

The CPP denounced “the repressive measures employed by the Aquino regime in a desperate attempt to suppress yesterday’s protests actions. It downplayed the success of the mass actions in order to justify its continuing subservience to the profit-hungry oil companies.”

“The continuing sharp increases in oil prices will definitely spark bigger and more intense mass protests in the coming weeks and months,” said the CPP. “Various forms of protest actions are bound to continue flaring up in schools, urban poor communities, factories and offices.”

“The Aquino regime will ultimately eat its own contemptuous words in the face of the fast emerging wave of protest actions against the continuous increases in oil prices and against the dominance and control of foreign oil monopoly companies of the entire local and international oil industry,” added the CPP.

What is your story? This story started in 2008 when the regional center was transferred allegedly in pursuant to E.O 429 signed by the late Corazon C. Aquino. Although there are newer E.O signed by President Ramos that stated the regional center is Zamboanga City. EO signed by PGMA was silent as to where the regional center was. But since PGMA administrative reorganized the administrative regions in mindanao, returning the two cities and five provinces back to its original regions, hence, Pagadian city is not anymore geographically center for region-9/Zamboanga peninsula.

One of the most affected regional office is the DENR, considering majority of the employees are from Zamboanga city and there are husband and wife employees, also there are wives or husband who are OFW, as a result, it is the children who most affected, not to mentioned the physical, emotional and financial difficulties. These affected employees have to go home every weekend to Zamboanga City and then return to Pagadian City on sunday morning to report for work which is eight (8) of land trip. where can you find employees who rides for work for eight hours. This could only happen in the Philippines because of political interest and business/personal interest.

So for four (4) years they have endured these predicament. They have waited patiently for the President elect Benigno Simeon C. Aquino to signed the Executive Order returning the regional center to Zamboanga City. The question is? kailan? the employees knows there are influential politicians from Zamboanga del Sur who are exerting heaven and hell to retain the regional center.

Pinoy issued MC 11 a moratorium on the transferred of offices still in Zamboanga City. The study on the issue of where the regional center should be have been completed and submitted to pinoy. We are waiting. . . waiting... Mr. President! please help us, please issue the executive order - zamboanga city is the regional center.

To Bel and the family and loved ones of Horacio "Ka Boy" Morales, his fellow fighters, friends and colleagues:

I, and others who were Ka Boy's fellow comrades-in-arms and fellow fighters in the National Democratic Front of the Philippines (NDF) extend our deep and heartfelt condolences at his demise.

We honor Ka Boy for devotedly having served the national democratic revolutionary movement in our country for a long time — starting from where he was stil l a ranking government official (as Executive Vice-President of the Development Academy of the Philippines), when he openly defected to the national democratic revolutionary movement on the very night he was to receive the award as one of the Ten Outstandi ng Young Men (TOYM) in the Philippines in December 1977, and when for several years he lived the life of a revolutionary fighter in the New People's Army and became a leading cadre of the NDF.

Even before his open defection, when he was still active in the reactionary government's bureaucracy, NDF comrades who were in touch with him saw in him a very high and fast rising enthusiasm in the national democratic revolutionary movement as he learned more and more about its cause and the basic changes it has been fighting for to replace the rotten reactionary government, state and social system he was still serving.

He was not only very much against the open fascist rule then heavily oppressing the people, but also and more basically he was against the semi-colonial and semi-feudal rule that has been keeping the country subjugated and backward, and its people exploited, oppressed, poor and miserable. High up the ladder of the rotten government and behind his cool and apparently unperturbed demeanor, he deeply felt the people's sufferings and wanted to do all he could to help them in their fight.

He was fully convinced of the national democratic revolutionary line, strategy and program — the genuine national liberation, economic progress, social upliftment and a real bright future for the country and people can only be achieved by radically replacing the prevailing rotten, parasitical and oppressive government, state and social system with one that will be truly free, just, democratic, pro-progress and pro-people.

Even when he was still at the DAP, he had already secretly organized five active NDF groups right in the DAP, and three other groups in other agencies of the government. As a pleasant surprise, I learned later that at least one of my business management students at the Asian Institute of Management way back in 1974 was one of those he was recruiting into the national democratic revolutionary movement. Ka Boy also often arranged for the use of government facilities in support of NDF activities. He also organized arrangements for the solicitation and sending of support to NDF organizers and fighters in the field, including arms and other material needs.

He was, however, not content with working for the national democratic revolutionary movement at just those levels. The very night he was to be awarded TOYM recognition, he openly defected — leaving only a statement to be read for him by his mother about why he defected — and went straight to a consolidated area of the NDF in the countryside. I had the honor of directly assisting in his defection, personally accompanying him to a stable NDF base and making arrangements for his integration and safety.

In his decision to immerse with the people and serve them in the best way he could for their sake and future, he sacrificed a lot, including normal family life. Even if he was quiet about it, he missed his children, and it was not very easy for him. He was confident, however, they would later understand.

For a long time, he was based in one of the consolidated areas of authority of the people's revolutionary government under the protection of the New Peoples' Army and auspices of the NDF in Central Luzon. Living and working with the downtrodden, he learned more concretely and more deeply about their sufferings and the political-socio-economic-cultural causes of these historically embedded injustices in the prevailing rotten system, and became even determined to fight side by side with them for decisive fundamental changes in the government, state and social system prevailing in the country.

When he was later placed in the NDF's National Secretariat, arrangements were made so that he and his fellow secretariat members, consultants and other personnel could safely travel, meet and consult with others the NDF needed to confer with in various regions in the country.

He was arrested and imprisoned by the Marcos martial law regime in 1982 and regained freedom after the People Power uprising in 1986.

Even as he later turned to other immediate concerns since then, he had always maintained basic sympathy with the national democratic revolutionary movement, had kept in touch with contacts in the NDF and, in a number of times, served as an informal bridge in alliance work and peace efforts.

Some, who are just learning now about it, would probably be surprised at how deep Ka Boy had become committed and directly involved in the national democratic revolutionary movement. It bears serious thought.

There have been others and there will be many more like him as the national democratic revolutionary movement advances.

We will not forget all that Ka Boy has done and fought for in furtherance of the movement and in the interest of the Filipino people.

“The National Democratic Front of the Philippines (NDFP) condemns the latest shooting incident against Hacienda Luisita farmers,” declared NDFP Chief Negotiator Luis Jalandoni. “Justice for Hacienda Luisita farmers and workers is a basic issue of genuine land reform, which the NDFP fights for in the peace negotiations with the Benigno Aquino government,” Jalandoni added.

In late February, one hundred armed security guards, ten policemen and 15 soldiers of the Armed Forces of the Philippines (AFP) fired shots at Hacienda Luisita farmers. The farmers opposed the building of a wall on the land awarded to them by the Supreme Court decision of 22 November 2011. The security guards are hired by the Yuchengco-owned Rizal Commercial Banking Corporation (RCBC), which is making a claim on this specific area being cultivated by the farmers.

“The fact that the armed guards of the Rizal Commercial Banking Corporation (RCBC) owned by Yuchengco were joined by the police and the AFP soldiers aggravates the harassment and threats being inflicted on the Hacienda Luisita farmers,” Jalandoni further stated.

“The Aquino government must be held responsible for putting the lives of the farmers and workers of Hacienda Luisita in grave danger. It must make sure that the Philippine National Police (PNP) and the AFP are not used by the Yuchengco-owned RCBC to attack the farmers. It must also take steps to file criminal charges against RCBC for ordering the armed attacks”

Jalandoni further stressed, “Instead of continuing to threaten the Luisita farmers and workers, and making a blatantly greedy claim for compensation of more than PhP 13 Billion, the Aquino-Cojuangco family must face up to its responsibility to uphold the rights of Hacienda Luisita farmers and workers to own the land they are tilling.”

“We reiterate our invitation to the Aquino government to return to the negotiating table where we can discuss and resolve the age-old land problem in the country.”

The Communist Party of the Philippines (CPP) today condemned the planned Balikatan 2012 exercises between the US military and the Armed Forces of the Philippines (AFP) scheduled to take place in April for “taking advantage of disasters and humanitarian crises to justify launching US military interventionist operations in the Philippines.”

According to the Armed Forces of the Philippines (AFP), joint US-RP military exercises scheduled for next month will focus on humanitarian assistance and disaster response and will be held in Metro Manila supposedly to come up with plans to address a high magnitude earthquake along the West Valley fault line. The fault line runs across Bulacan, Rodriguez, Rizal, Quezon City, Pasig, Taguig, Muntinlupa, San Pedro and Sta. Rosa in Laguna and Carmona, Cavite.

“Portraying the upcoming joint military exercises as part of humantiarian assistance and disaster response efforts is a crass publicity stunt to destigmatize US military interventionism in the Philippines,” said the CPP. “In doing so, the US and the Aquino regimes hope that US military interventionism will be more palatable to the Filipino people.”

“By holding the Balikatan exercises in the National Capital Region itself, the US and Aquino governments wish to gain maximum possible publicity points for the US military,” said the CPP. “The US and Aquino regimes are acutely aware of the growing opposition to US military intervention and plans to set up new military facilities to accomodate and service American rotational troops.”

“If the US really wanted to extend assistance in disaster response and humanitarian operations, it could instead send civilian agencies,” said the CPP. “The fact, however, is that in deploying its troops in the Philippines, humanitarian assistance is the least of all the concerns and objectives of the US government,” said the CPP.

“US military humanitarian operations are not at all what they are made to appear,” said the CPP. In the US Army Field Manual on Counterinsurgency released in 2006, American military officials assert that “There is no such thing as impartial humanitarian assistance or civil-military operations in (counterinsurgency).”

“The interventionist US imperialists hide behind the mask of so-called humanitarian missions in order to camouflage their more insidious operations including setting up military communications infrastructure, undertaking surveillance operations, deploying troops in counter-guerrilla military operations and advising the Philppine military in counterinsurgency,” said the CPP.

The Communist Party of the Philippines (CPP) expressed solidarity with planned protest actions to be carried out tomorrow against the constant increases in oil prices being imposed by foreign big oil companies against the Filipino people.

Democratic organizations of workers, jeepney drivers, urban poor, students, women and other sectors are planning to hold mass actions tomorrow in the face of weekly hikes in oil prices since the start of this year. Prices of disel have increased by nearly P6 per liter this year.

“The Filipino people are justified in launching more and bigger protest actions to dramatize their opposition to the oppressive pricing scheme of the foreign monopoly oil companies,” said the CPP.

“In the face of constant increases in oil prices, their only resort is to muster a force big enough to compel the callous oil monopoly companies to roll back the prices of oil commodities and push the US-Aquino regime to remove or reduce taxes imposed on oil and repeal the oil deregulation law,” pointed out the CPP.

“By imposing one price increase after another, the oil companies are condemning the people to suffer further economic hardships,” said the CPP. “The Filipino people are fed up with the constant increases in oil prices.”

“The planned protest actions are an indictment of the US-Aquino regime for its subservience to the oil companies and its adamant refusal to heed the people’s clamor to stop oil price increases and end the oil deregulation law.”

The Communist Party of the Philippines (CPP) today urged the Filipino people and their revolutionary forces to undertake mass activities in the following weeks in preparation for celebrations of the upcoming 43rd anniversary of the New People's Army (NPA).

"There is widespread anticipation of the upcoming founding anniversary of the New People's Army as more people are drawn to the path of revolutionary armed struggle in the face of the worsening socio-economic crisis and rapid deterioration in the people's standards of living," declared the CPP.

"The need for and justness of the revolutionary armed resistance are further underscored by stubborn refusal of the US-Aquino regime to address the people's demands and instead wage a war of suppression in an effort to put a stop to the growth of the people's democratic and patriotic struggles."

"On March 29, let us mark the 43rd anniversary of the NPA by celebrating the victories of the past year and steeling our determination to bring the people's war to the strategic stalemate in the next few years," said the CPP. "Let us echo the call for the Filipino people, especially the youth, to join the NPA."

"Let us promote agrarian revolution and militate the peasant masses to wage antifeudal and other democratic struggles. Let us further expand and galvanize the democratic mass organizations in the countryside that serve as the core and foundation of the people's democratic government," added the CPP.

The CPP called on the Filipino people and all revolutionary forces to undertake cultural, education and propaganda activities in the next two weeks to mark the anniversary of the NPA. "Let us carry out street demonstrations, display streamers, put up posters, paint walls, write new poems and sing new songs," said the CPP. It also called on all units of the NPA as well as people's militias to prepare for military parades and cultural activities to celebrate the NPA anniversary with the people.

The CPP said several thousand people, including students, workers and people from urban poor communities, are expected to join units of the NPA, people's militias and revolutionary peasant organizations in scores of guerrilla fronts across the country.

The New People's Army was organized by the newly reestablished Communist Party of the Philippines on March 29, 1969 with only sixty Red fighters armed with only nine automatic rifles and 26 inferior arms (single-shot rifles and handguns). The NPA now has several thousand full-time Red fighters with high-powered rifles and is further augmented by units of people's militias.

By waging agrarian revolution with the peasant masses, the NPA can enjoy their deep and broad support and recruit Red fighters from among their ranks. The NPA also enjoys the support of the working class and urban-based petty-bourgeoisie. Following the strategic line of encircling the cities from the countryside, the NPA has been able to wage extensive and intensive guerrilla warfare and bring the people's war to new historic heights.

PAMANA program sabotages the peace process and backs all-out war

The National Democratic Front-Eastern Visayas today slammed the
implementation of the P50 million peso Payapa at Masaganang Pamayanan
(PAMANA) program in the Samar provinces as a betrayal of the peace
process. "This so-called "peace and prosperity" program of the Office
of the Presidential Adviser on the Peace Process brings nothing but
cosmetic solutions," said NDF-EV spokesperson Fr. Santiago Salas. "The
people are seeking social justice over landlessness, unemployment,
high prices of commodities, oil and utilities, foreign control of the
economy and other basic problems. Constructing roads and bridges in
Western Samar and Northern Samar is merely glossing over the root
causes of the armed conflict."

Fr. Salas furthermore said the PAMANA program also supports the
military's all-out war under Oplan Bayanihan. "PAMANA should in fact
be called "pambala" for serving as fodder for the 8th Infantry
Division's psywar and offensive operations. The military is tapped to
join the construction projects. The 8th ID uses these projects to
facilitate its "peace and development" operations -- which are in
reality psywar and offensive operations against the New People's
Army. Human rights violations in the region continue to rise under the
curtain of these "peace and development" operations."

The NDF-EV spokesperson also asserted the Aquino government should
release Eduardo Sarmiento and his fellow NDFP peace consultants to
pursue the discussion of socio-economic reforms. "Eduardo Sarmiento
has been advocating the people's demands for peace for decades, having
been involved in the 1986 peace talks with the former president, Cory
Aquino. But Noynoy Aquino is a poor shadow of his mother, who released
the political prisoners who fought against the Marcos dictatorship.
The stance of the current president is more in line with the dictator
who imprisoned and killed his father, Ninoy Aquino, along with many
other martyrs in the antifascist struggle.

"NDF-EV challenges the Aquino government to release Eduardo Sarmiento
and the NDFP peace consultants and work for badly needed
socio-economic reforms. The people's sufferings continue to worsen
while the peace talks stagnate and the socio-economic crisis rages.
The Aquino regime should heed the people's plight, not add to their
burdens with Oplan Bayanihan as well as deceptions such as the PAMANA
program."#

NPA to AFP: Fr. Tentorio's killer, Wineger, was armed, legitimate
military target by the NPA

There is a world of difference between the extra-judicial killing of
Fr. Fausto "Pops" Tentorio by the AFP and the punishment of Patrick
Wineger by the New People's Army.

Fr. Tentorio was a civilian, an innocent non-combatant, whose life was
cut short with at least 10 bullets by the hands of assassins who were
instructing upon the orders of Wineger and the AFP. Wineger was an
armed military asset who conscripted and coddled indigenous peoples to
become paramilitary baganis who are active in terror and
counter-revolutionary abuses in the hinterlands of North Cotabato.

Fr. Tentorio's murder October 17 last year ended a life well-spent as
an advocate and servant of the masses who worked for the welfare of
peasant and indigenous peoples in Arakan and who spoke and stood
against the evils of imperialist plunder, feudalism and fascism. Only
the encroaching capitalists, landlords and the AFP were happy when he
was killed. In contrast,his family, thousands of masses, churchpeople,
and human rights advocates wept for his brutal death and raged for
justice.

Wineger and his family devoted themselves in enriching their wealth
and accumulated lands for their own benefit. Wineger spent a life in
connivance with the fascist AFP. He penetrated tribes and communities
to sow terror and teach them to engage in proxy war with non-Lumad
settlers. The proxy war was instigated to abet landgrabbing and
encroachment in the ancestral lands of big capitalists of mining,
hydropower and other business interests. Falsely claiming to defend
ancestral domain, Wineger organized fanatical bagani warriors,
anti-NPA Alamara bandits, and Mansandong goons to become criminals, by
extorting money from small businessmen and the masses and, harassing
and killing innocent civilians.

In the hinterland villages, Fr. Tentorio helped cure the sick,
supported free education and put up literacy schools for the Lumads,
and saw to the economic well-being of poor peasants by teaching them
self-reliance, while at the same time supporting their communal farm
projects, water buffalo dispersal, among other endeavors.

Thus, it is ridiculous for Col. Cesar Sedillo of the 602nd Brigade-AFP
and Maj. Gen. Rey Ardo of the 6th Infantry Division to claim that
Wineger was a civilian-when he was not--and that his death was a
violation to the international humanitarian law-when this was not for
Wineger was an active AFP asset who carried a blood debt, a criminal
in the eyes of the people. This made Wineger a legitimate military
target by the NPA.

Wineger was one of the principals to Fr. Tentorio's murder. Before Fr.
Tentorio's death, Wineger maliciously tagged him and his parish as
supporting the NPA. In a peace meeting organized by the 6th ID-AFP at
the North Cotabato provincial capitol, Wineger singled out Fr.
Tentorio and his progressive Arakan Church as a big impediment to the
AFP counter-revolutionary Oplan Bayanihan operations in North Cotabato
and adjacent areas. Wineger and the AFP targeted Fr. Tentorio who
rightly saw beyond the deceptive facade of the peace and development
programs under the Oplan Bayanihan. After Fr. Tentorio's death,
Wineger immediately conferred with the killer and his companions-- the
bagani ringleaders in Barangay Dalag, Arakan-- to confirm the murder.
